This is what the state of Minnesota thinks a hospital looks like
Minnesota opened a hospital for the mentally ill in 1994. During that time, it housed individuals who had difficulty controlling their urges. As time went on, the law of Minnesota got in the way of patients who were not ill. Patients that were ill, were not being treated because of unavailable properly trained staff. To solve this problem, Jannine Hebert, Clinical Director of MSOP and artist of going around state law, changed the facility from a medical model, designed to heal, to a psycho-educational model, designed to manipulate and detain, starting in 2005. Once that changed occurred, there was no longer a single law in Minnesota that could prevent the government from kidnapping and detaining whoever they desired. Ever since, they have been doing so with legal immunity. This is explained further, below, in Daniel Wilson's writing titled "Creating Civil Commitment Chaos."
